Climate change impact and adaptation study in the Mekong Delta
2010-2012
A$1.14m(AusAID) US$0.5m(ADB)
Undertaken in partnership with MoNRE, the study is assessing the impacts of climate change in various sectors in the Mekong Delta and will make recommendations related to the integration of climate change issues in future development planning documents, such as sectoral and provincial climate change action plans.
Climate Change and Coastal Ecosystems Program (CCCEP)
2011-2016
Up to A$23m (AusAID)
And EUR10m (Germany)
The goal of the program is to help Vietnam manage and protect its coastal ecosystems, which includes responding to the impacts of climate change. CCCEP will provide practical solutions to address the range of environmental hazards being faced in coastal ecosystems. CCCEP works in 5 provinces: Kien Giang, An Giang, Ca Mau, Soc Trang and includes a national-level policy component.
Community-Based Action Grants
2011-2013
In recognition of the important role that NGOs play in developing and implementing community-based climate change responses, the GoA is committing up to A$20 million over two financial years for INGOs to support adaptation and mitigation activities at the community level in South East Asia, with a focus on Vietnam.
Community-based disaster risk management (CBDRM)
2006-2011
Future program under development
GoV has established a national CBDRM program in recognition of the important role communities can play in reducing the impact of weather-related disasters through participatory planning and small-scale investment. GoV plans to implement community-based activities across 6000 communes by 2020. AusAID, in partnership with the ADB, will support the roll-out of CBDRM in around 63 communes across two provinces in Vietnam’s Mekong Delta region. AusAID will look to scale-up this assistance by contributing directly to the national program once MARD’s capacity is established under this partnership approach. We also have a partnership with UNDP to strengthen Vietnam’s DRR response, including support for the establishment of a national platform for DRR and Climate Climate Change Adaptation.
Support Program to Respond to Climate Change (SP-RCC)
2011-2016
Under development
SP-RCC is emerging as the key national financing mechanism for donor climate change investment in Vietnam (currently valued at over US$300 million and growing). Established in 2009, funding is provided as general budget support, with annual contributions released on the achievement of policy actions agreed between the GoV and contributing donors (currently JICA, AFD, WB and CIDA). SP-RCC provides a platform to work with the Government of Vietnam (GoV) and other donors in a coordinated way to strengthen Vietnam’s climate change response.
Refining Vietnam’s Climate Change Projections for Adaptation Planning
2011-2013
Under development
CSIRO in partnership with MoNRE’s science institute (IMHEN) will work with local partners to undertake down-scale projections to improve knowledge of climate change impacts and vulnerabilities at the provincial and community levels.
Strengthening Vietnam’s household energy standards and labelling
2011-13
Under development
Australia’s Department of Climate Change and Energy Efficiency (DCCEE) is currently exploring a possible partnership with Vietnam’s Ministry of Industry and Trade (MOIT) to strengthen Vietnam’s household lighting and appliance labelling standards for improved energy efficiency.
Promoting low-carbon growth
2013-16
Under development
AusAID is exploring future partnerships to promote Vietnam’s efforts in achieving low-carbon growth. This is likely to include a partnership with the World Bank on energy efficiency and support for the establishment of a Climate Innovation Centre to support small and medium sized enterprises in developing climate technologies.
